Customs Clearance Agent UK – Customs Updates – May 2025

Your Customs Clearance Agent UK will need to be constantly on top of the latest news and changes on the UK entry/ Customs / UK Export changes.

Mandatory Entry Summary Declarations (ENS) for EU Imports

Effective from 31 January 2025, all goods imported into Great Britain from the EU require a Safety and Security declaration, known as an Entry Summary Declaration (ENS).

This aligns EU imports with existing customs security requirements for non-EU countries. Carriers are legally responsible for submitting these declarations, which now require 20 mandatory fields, 8 conditional fields, and 9 optional fields. Your Customs Clearance Agent UK will look after all of that information.

Removal of Waiver Codes 999L and Y999

Also, your Customs Clearance Agent UK should know that from 1 February 2025, the use of waiver codes 999L and Y999 on import and export declarations is no longer accepted. These codes were previously used to apply waivers to declarations. Traders must now use alternative document codes when applying for waivers.

Implementation of Import Control System 2 (ICS2)

Your Customs Clearance Agent UK will need to be aware that the ICS2 system has been introduced to enhance safety and security for goods entering the UK and as of 1 April 2025, maritime house-level filing requirements are in effect. From 1 September 2025, road and rail carriers will also be required to comply with safety and security data reporting under ICS2.

Very importantly your Customs Clearance Agent UK should be fully aware that the UK Internal Market Scheme for Northern Ireland as starting 1 May 2025, businesses in Northern Ireland that are registered under the UK Internal Market Scheme and meet all eligibility criteria can move goods from Great Britain to Northern Ireland without submitting a customs declaration or paying customs duty. This scheme aims to simplify trade within the UK internal market.

🧾 What This Means for Businesses

For EU Importers: Ensure that all shipments from the EU are accompanied by a valid ENS to prevent delays or penalties.

For Exporters: Update your systems to reflect the removal of waiver codes 999L and Y999 and use the appropriate alternative codes.

For Northern Ireland Traders: Verify your registration under the UK Internal Market Scheme to take advantage of simplified customs procedures.

These changes are part of the UK’s ongoing efforts to streamline customs processes and enhance security and your Customs Clearance Agent UK will need ot keep updates and update you accordingly!
