How is Customs Data Transmitted to HMRC?

When you are preparing to import goods into the UK, your Customs Clearance Agent UK will talk you through the whole process of how the Customs Clearance works and how all the relevant data is transmitted to HMRC.

Your Customs Clearance Agent UK will explain that prior to the vessel’s arrival to the UK, the shipping line will send a vessel manifest to the relevant CSP (Community Service Provider) which acts as a frontier directly with HMRC.

Once the manifest has been completed, your Customs Clearance Agent UK will be able to see your cargo and all the relevant information regarding the cargo, including the vessel and the estimated arrival date. Your Customs Clearance Agent UK will also then be able claim the UCR number for your cargo (Unique Consignment Reference Number) which will be used on the Import Declaration and will link the information which your Customs Clearance Agent UK submits to the Customs Declaration Service and the vessel manifest on the CSP.

The Customs Declaration Service is the system in which your Customs Clearance Agent UK will submit the import declaration for your goods, using their specialist inhouse software which gives them direct access to the CDS System, for declaration submissions.

The import declaration is then reviewed by HMRC, and all the information and data are checked in accordance with import regulations and legislation for the commodity and procedure of the

goods. Your Customs Clearance Agent UK will then be notified through the CDS System if any supporting documentation is required by HMRC for additional checks.

If this is not the case, your Customs Clearance Agent UK will then advise you of the Tax and Duty amounts which are applicable for the import of your goods, once you have paid them, they will make the payment directly to HMRC with the CDSI reference number retrieved from the CDS Service where the import declaration was submitted to.

Your Customs Clearance Agent UK will then keep checking on their system for the confirmation that HMRC have cleared the cargo, and this information will then link to the CSP and the terminal at the Port will release the cargo for collection.
