When import a car to Japan you need to understand how the Customs duties are calculated.  Import Custom Duty in Japan are based on the Harmonized System (HS) code classification of the goods.

 Rates vary by product category, with some goods subject to higher tariffs to protect domestic industries.

For instance, agricultural products may attract higher duties, while electronics often benefit from lower or zero tariffs.

  1. Japan Consumption Tax (JCT)

Japan imposes a Consumption Tax (JCT) at a rate of 10% on the total of:

Customs value of the goods (including the cost, insurance, and freight),

This tax is generally applicable to all imported goods.

Registered businesses can deduct the import JCT from the output JCT collected on sales during periodic tax filings.

Import a Car – Import Procedures

  1. Classification of Goods: Determine the correct HS code for your goods, as tariffs are based on this classification.
  2. Engagement of an Attorney for Customs Procedures (ACP): From October 2023, foreign entities are required to appoint an ACP to act as the Importer of Record (IOR) in Japan. This ensures compliance with Japanese customs regulations and facilitates the import process.
  3. Submission of Import Declaration: File the import declaration with the Japanese Customs office, accompanied by the necessary documentation
  4. Payment of Duties and Taxes: Pay the applicable customs duties and JCT.
  5. Customs Clearance: Once all requirements are met, Customs will release the goods for delivery.

Important Considerations when import a car in Japan

  • Valuation Declaration: If the customs value cannot be determined from the invoice alone, a valuation declaration may be required. This includes details of the transaction and any related costs.
  • Preferential Tariff Rates: Japan has trade agreements that may offer reduced tariff rates for goods from certain countries. Ensure you provide the necessary certificates to avail these benefits.
  • Regulated Goods: Certain products, such as food, pharmaceuticals, and chemicals, may require additional permits or certifications. Ensure compliance with all relevant regulations.
